    Assessment of Sex Offender Notification Policy in the United States: Has the Policy Been Working?

    The National Sex Offender Registration and Notification (SORN) policies in the United States have been one of the major policies against sex offense since 2006. In this paper, we attempt to assess the policies within a framework of four types of failure in criminal justice reform by Berman and Fox – Theory, Marketing and Politics, Implication, and Self-Reflection. According to the evaluation, the SORN policies have not been successful, fitting into the four failures. Even though the policies were successfully initiated by the public and politics, the lack of theoretical framework led the whole process of the policies into failure. In addition, the implication of the policies has been challenging because of constitutional and ethical concerns of the offenders. Although a sufficient amount of literature has presented the ineffectiveness of the policies, more applications are attempted by policymakers. Before deeper and wider problems occur, the criminal justice system must be more rational on the subject. For future policy reform, we recommend that policymakers consider the previous studies and start to think about a sound framework for the policies

    Exciton Photophysics at Fluorescent Quantum Defects

    Fluorescent quantum defect is an emerging synthetic structure that can be covalently attached to a semiconducting single-walled carbon nanotube. Incorporation of fluorescent quantum defect breaks the symmetry of carbon nanotubes at a defect center, creating new optically allowed, low-lying states in the electronic structure of carbon nanotube. Exciting electronic and optical properties arise from the defects, including the generation of new photoluminescence features, which can be used for applications, such as chemical sensing, bioimaging, and quantum light source. As excitons dominate the optical properties of carbon nanotubes, understanding the exciton photophysics in a defect-tailored carbon nanotube is essential to efficiently harness the emission properties of fluorescent quantum defects. In this dissertation, I aim to understand the exciton photophysics in fluorescent quantum defects in order to explain the origins and behavior of novel phenomena arising from them. First, the structure-property relationships of fluorescent quantum defects are discussed; these guide the systematic tuning of defect-induced emission and the binding energy of defect-trapped excitons. Then, the discussion moves to the exciton dynamics at fluorescent quantum defects. Particularly, I describe how the chemical nature of defects or the density of defects influences the thermal detrapping energy of excitons. The exciton-electron interaction at a fluorescent defect is also discussed. Our results suggest that a fluorescent quantum defect colocalizes an exciton and an electron as a tri-charge carrier and the brightening at the defect can be chemically tuned. Finally, I introduce super-resolved, hyperspectral photoluminescence spectroscopy, enabling both direct probing of a single fluorescent defect and the quantitative evaluation of the brightening of dark excitons

    A Study on the Relationship between Health and Physical Fitness and School Life of Children

    In this study, in order to clarify the relationship between health and physical strength, athletic capability, school life, and lifestyles, we collated the results of physical fitness tests with questionnaire surveys of 102 elementary school fifth-grade males and females. In the school life aspect, children who scored high on the physical fitness test, like Physical Education, enjoy learning, play well with friends while in the lifestyle aspect, they clean up their surroundings and rooms, study even without being told and there is a tendency for them to make their own plan. In addition, it was confirmed that children with high physical fitness test scores were in good condition, such as being healthy every day and hardly getting sick. On the other hand, in relation to the physical fitness test scores and the body shape by BMI, there were many high scorers among the children whose body figure was standard. These results suggest that physical fitness and athletic capability are related to children’s school life and health, and that high physical fitness has a positive impact on children’s school life and health

    Assessment of Aerosol Optical Depth Under Background and Polluted Conditions Using AERONET and VIIRS Datasets

    We investigated aerosol optical depth (AOD) under background and polluted conditions using Aerosol Robotic Network (AERONET) and Visible Infrared Imaging Radiometer Suite (VIIRS) observations. The AOD data were separated into background, high, and median AOD (BAOD, HAOD, and MAOD, respectively) based on the cumulative AOD distribution at each point and then their spatiotemporal variations were analyzed. Persistent pollutant emissions from industrial activity in South Asia (SUA) and Northeast Asia (NEA) produced the highest BAOD values. Gridded-BAODs obtained from VIIRS Deep Blue AOD products showed widespread high-level BAOD over the oceans associated with transport from dust and biomass burning events. The temporal variations in BAOD and HAOD were generally consistent with that of MAOD, but differences were found in seasonal variation as well as in long-term trends in some regions. Southeast Asia (SEA) and South America/South Africa (SAM/SAF) showed similar HAOD levels owing to biomass burning, but BAODs were higher in SEA than in SAM/SAF. In NEA, BAOD was lowest during the summer rainy season, as opposed to the peaks in MAOD and HAOD. Long-term trends of the AODs show clear regional characteristics. The AODs have decreasing trends in NEA, Europe/Mediterranean basin, and Northeast America but increasing trends in SUA, North Africa, and the Middle East. The trend of HAOD in Northwest America and Australia was opposite to that of BAOD. The spatiotemporal patterns of the HAOD and BAOD provide detailed information on changes in aerosol loading compared to using only MAOD
